In China, there are always more hands than workers, this is especially visible in supermarkets and restaurants. Two people opening the door, four girls standing behind the door and bowing to guests, another girl serving baskets in the supermarket, a boy greeting people entering the supermarket, etc. In this case we have four guys in coats who show with their hands where to enter the parking lot. They don't even park their cars or go anywhere, they just stand there... just like the cones next door. They were standing there, and the wind was blowing mercilessly there.
