In Guangzhou, where temperatures are 15-20 degrees in winter and even 35-40 degrees in summer, buying meat outside the refrigerator or freezer seems risky?! In many cities and towns in China, I have seen such meat stands at markets where meat is simply sold off the hook, off the table. The success probably lies in the fact that it sells quickly and everything is thermally processed - no one eats steak tartare here.
