A beggar or maybe an artist? The boy is missing an arm and has a paintbrush stuck in his stump. Since he doesn't have any bowl, I'm guessing he's selling his calligraphy works. People like him can hardly count on any help. There are not many charity organizations here, and those that are there do not reach everywhere with real help.
