This man in a vest with Chinese writing is a traffic controller in Shanghai. Every larger city has specific police officers whose job is to stop people and bicycles at red lights (they don't usually stop cars). They don't issue tickets, so sometimes people don't pay attention to their whistling and flag waving. You must know that most Chinese people literally ignore the pedestrian lights and that's why such people have to stand there.
